From The Glossary of Digital Photography
As in other types of bracketing, using various combinations of flash and ambient light to make the most pleasing photograph. Flash exposure bracketing is typically done with fill flash and ambient light. The flash is either set to manual, or various compensation settings of + (plus) and - (minus) are used. Some digital cameras allow the flash exposure compensation to be set on the camera itself. This is a different setting than the regular exposure compensation setting on the camera.
