Blur tool

A tool in Photoshop designed to blur parts of an image in a localized manner. The photographer can control the amount and location of blur desired. The blur tool can be used to smooth out areas in an image; it can be used creatively, by blurring parts of an image to focus more attention on the sharper parts of an image; or it can be used to remove distracting elements.
